He has two abilities that allow him to move stealthily to a new location and another that is designed to trick enemies into believing he has moved. His fake teleport related using decoys is definitely a trick everyone knows, but using the same trick to move with throwing decoys inside TP will definitely get you free kills.
Although seemingly useful as an agent, he has many shortcomings and therefore has near 0 pick rate in the game. Since his teleport was destructible, he became weak and hasn't recovered since. /P>
