Riot rolled out patch 4.0 today, introducing Neon, the newest agent in the game. While the launch of this new agent was quite difficult, several game modes have since been disabled to address issues in queues. standard matchmaking wait time for some regions.

Earlier in the evening, Riot announced that it would be disabling Shooting Range and Custom Game mode in North America, Brazil, and Latin America, as the influx of players into these modes was causing matchmaking issues for players. At this time, there is no indication when these modes will be activated again.
Patch 4.0 is now available worldwide, but its launch came with some complications. In those same regions, Neon was distributed as an unlocked Agent, leading Riot to disable it until the issue was resolved two hours later.
Thankfully, since the patch, players can unlock Neon and play with her in-game without issue. The new agent is probably the deciding factor for players who used the Firing Range or Custom Games to familiarize themselves with her before playing normal matchmaking.
It shouldn't be too long for these modes to go live again, but for now players in these regions will have to stick to regular matchmaking.
